I logged in while I was monitoring at our local camera club, and the consensus of the folks looking at the picture (6 of them) was that the figures give the photo a sense of scale, and they all thought you should leave them in...

Thanks for the input. I liked how they all had their arms crossed and looked as if they were admiring the view. I'm gonna put it together with some of my other sunset/dusk shots and make a series.

I like the boys in the photo - it makes me think of the photo as a story and not just a picture.
If I did anything, I might crop the top and right to simplify the photo a bit. I don't think I found the sweet spot, but something like this...
