I'd go with the new 40D and the 28-135MM kit for $1,500.
I'd also buy the Canon 10-22mm for landscapes ($690 new) and a Canon 100-400mm for wildlife ($1410 new).
The prices quoted are for new lenses and the total is about $200 over your budget, but I'd try to stretch my budget and get the 40D rather than the 30D. I have the 30D and think it's a great camera, but I plan to buy the 40D and use the 30D for a second lens and backup duty.
Other than the 40D, you might consider buying used lenses. Good glass doesn't lose much of it's value, but you still might be able to keep within your budget by buying used. There's a lot of used equipment being sold at Fred Miranda's site, and I've sold a number of lenses there.
