Help my workflow--need software

Hello, I'm trying to develop an efficient workflow for my amateur photography. Photoshop and Lightroom are out of my price range. I would like my basic workflow to allow me to do some good color/contrast/saturation control on my RAW (Canon) photos, maybe do some HDR processing, and perform basic editing on the images. After editing, my images end up as .jpg online (Picasa) and commercially printed from .jpg (no home printing).

I’ve looked at DxO Optics and Photoshop Elements, but both of those packages seem to have gaps in their capabilities…perhaps I just didn’t understand the reviews I read.

Photoshop Elements is less than $100 and does the job fine.
