I used Frontpage to design mine. WIth an hours worth of tutorial from my cousin who had taken a workshop, he was able to get me started. If you talk to anyone who is into Web Design, they all rag on Frontpage Users, but I dont really care.
Most of these Web Designers also wanted a few grand to get my web site up and started and offered almost no updates or guidance on updating?? Once you learn how easy it is, you'll be amazed at how simple it is. That hardest part was getting the site hosted and setting up all the settings. The actual design was very simple.
Look at your local community center and see if they offer a basic Web Design class. You might also want to go to the local book store and see if you can find a book on web design for Dummies. These books usually cover the basics and will get you a good start. For me, having someone show me how it's done, is easier than reading directions.
Good Luck, and feel free to check out my site and see what you think. It's nothing special, but that site was created with only a few hours tutorial and the rest was learning as we went.
