Drive from Portland, Oregon along I-84 for approx. 20 miles and turn off to the left along I-84, or, take the Old Highway from Troutdale to see the entire western half of the Gorge and many of its waterfalls along the highway
In the winter of 89 the Falls, as were all the falls, frozen for it seemed for weeks as we encountered below zero weather conditions. Half of the Columbia river was frozen, icebergs floated downriver, and my favorite, Wahclella Falls and its 40 or 50 foot across bowl was completely frozen over, 10-15 feet up from where the waterline normally would have been, and the ice had turned blue and green due to the extreme cold. Oregon's Glacial Wonderland was close at hand. Treacherous to hike the frozen trails along cliffs, but worth the effort!
