The best nearby place to launch a kayak is Sand Harbor, on the North East shore of Lake Tahoe. Paddle south along the shoreline and in about a half hour, you will come across Thunderbird Lodge (which is hard to access from the shore without permission). The little lighthouse is in front of the lodge.
I recommend using an underwater housing for this type of shot, right on the surface of the water. Waves rock the kayak and make it hard to keep the camera out of the water. If you shoot this area at sunset from a kayak, bring a bright headlamp for your paddle back (and another layer of warm cloths).
