I think the basic definition of "Bokeh" is to create an out of focus area in a photo to enhance a subject. Usually this is done with distance and a wide aperture. But I think this photo does a fine job of demonstrating Bokeh by using background motion, a narrow aperture and a long exposure time. Although its probably not true "Bokeh" Sometimes I like to do things a little different.
