Driving south from Garmisch-Partenkirchen, you will arrive in the small town of Eibsee where access to the cable car and cog wheel train are available.
I visited the Zugspitze in March. While on top of the mountain, we enjoyed a full snowstorm, stood above the clouds, and experienced a beautiful day once the storm cleared with fresh snow. It is an active ski resort also and I plan to visit again to enjoy that, too.
Zugspitze is the highest mountain in Germany and is marked with the golden cross as shown in the photo. It is accessed by glacial cable car or cog wheel train to the top, a climb of over 9,700 feet! On top of the Zugspitze mountain, you have a 360 degree view of the Bavarian Alps in Germany and a few steps away you are in Austria.
